The best photo to video AI tools in 2026
Photo to video AI takes a still picture and makes it move: a camera push into a room, a slow pan across a landscape, a face that turns and smiles. In 2026 there are a dozen good ones, and the differences that matter are simple: how long a clip you get, how sharp it is, and what the free plan really gives you.
One thing they share: they make raw clips, a few seconds each, with no words, voice or music. To get a finished video you stitch clips together yourself. The one exception on this list is ours, Vidroof, which only does one kind of photo, homes for sale, and returns finished videos. If your photos are of a listing, start there; for anything else, the general tools below are what you want.
Who wrote this: this site is made by the team behind Vidroof, which is on this list. We checked every price and feature on each tool's own website in November 2026 and say plainly who each one suits, including when it isn't us.

What to compare
- Clip length per generation. Most make 5 to 15 seconds. Kling 4.0 and Higgsfield's Cinema Studio go to 30.
- Real resolution. Several generate at 720p or 768p and upscale. Check what the cheapest plan actually exports.
- What "free" means. Google Flow gives a daily allowance you can really use; Pika's free plan has no credits; Higgsfield's free plan has zero credits.
- Vertical 9:16. All the tools here can make vertical video for Reels, TikTok and Shorts.
- Commercial use. Free plans often don't allow it. If the video is for a business, check the plan.
